Sales of hydrocarbons make up around 70% of central government revenues, but falling oil prices do not pose any immediate threat to Qatar's healthy fiscal outlook. We expect Doha to turn out a fiscal surplus of 8.3% of GDP in 2008, with this figure falling to 5.8% in 2009. In addition, total government debt, at less than 10% of GDP, is low by international standards.
