Breaking The Budget
October 2008 | Ratings UpdateThe finance minister of South Sudan on October 24 asked lawmakers to approve a supplementary budget owing to overspending by the armed forces. The extra spending amounts to nearly two-thirds of the original planed expenditure. The national budget of the semi-autonomous region has been weighed down by the costs of running the large standing army it has maintained
