Parliamentary Disunity Still Threatens Reform Outlook

BMI View: The Kuwaiti parliament will remain disunited, posing risks to the outlook for reform. However, one thing it does appear to be able to agree on is populist economic measures, which bodes well for allowing the government to ride out the current economic troubles.
