One issue where there is relative agreement amongst Lebanon’s rival leaders at the national dialogue conference is the need for the disarmament of the Palestinian guerrillas outside the 12 refugee camps in the country. While the Palestinian issue no longer has the potential to influence Lebanon’s fate as it did in 1975 by partly triggering the civil war that lasted for over a decade, the dire living conditions of the 400,000 refugees living in camps is a social time bomb. Whether the current government will keep its promises to address the situation remains to be seen.
