Iraq’s interim constitution was signed on March 8. BMI View: A fudge on major issues was always likely and, given continued US sovereignty, possibly desirable. However, while the constitution provides a basis for further negotiation, future stability is dependent on continued cooperation between all major groups, which is possible, though by no means certain.
