Angola's ruling MPLA party announced in mid-January that it expects parliament to approve a new constitution within four or five months, paving the way for the first post-war presidential election by the end of 2009. The constitution will spell out whether the president is elected through parliament, or by popular vote (as is currently the case). The MPLA has confirmed that the current president, Jose Eduardo dos Santos, will stand as its candidate in the forthcoming election. We believe he is likely to win the poll, given that the opposition is currently fragmented and underfunded.
