A recent report from the US State Department claimed that Morocco is still one of the world's largest producers of cannabis, although it highlighted the decline in hashish production following government anti-drug efforts. Most Moroccan-produced cannabis is destined for Europe, and is usually smuggled into the European Union via Spain. In addition to the health implications of drug consumption, governments in Europe (and in Morocco) are concerned that the proceeds of drug trafficking are being used to fund militant groups in North Africa. Within Morocco, drug use is also largely responsible for the rise in HIV/AIDS cases.
