In the 2008 Mo Ibrahim Index of African Governance, Ethiopia is ranked 31st out of 48 sub-Saharan African nations, putting it ahead of neighbouring Sudan, Eritrea and Somalia, but behind east African leaders Kenya, Uganda and Tanzania. Ethiopia scores best in the 'human development' and 'sustainable economic activity' sub-scores, where it is ranked 23rd in each category. The country does worst in the 'participation and human rights' sub-score, where is 12th from the bottom, one lower than Zimbabwe, reflecting the ongoing allegations that the country is involved in human rights abuses related to its campaign against eastern rebel groups and
