April 2009 | Risk SummaryThe head of Namibia's National Society for Human Rights, Phil ya Nongoloh, has criticised the government as unprepared for mass flooding in north Namibia, stating that emergency units were under-funded and ignored warning that the flood was coming. The government denies that it could have predicted the flood's severity, noting that they were the worst in more than 50 years. We do not expect criticism of the government's flood response to significantly impact the outcome of the national elections, scheduled for November 2009, and we continue to forecast another victory by the ruling SWAPO
