Opposition To Larger Government

Zambia's National Constitutional Conference (NCC) has proposed to increase the number of seats in the National Assembly from 158 to 280. The existence of the NCC - introduced by the late former president Levy Mwanawasa - is broadly supported as an initiative to adopt a new constitution through public consultation rather than through unilateral implementation by the legislature. However, this particular proposal has aroused significant public opposition, given the level of corruption in the country and the extra cost burden it would impose on the public finances.
