While the firm had originally taken the precaution of relocating its expatriate staff from the oil hub in Port Gentil to the capital Libreville, officials insisted that general operations had not been affected. Prior to the relocation of staff, both the French consulate and Total facilities had been targets in post-electoral riots. The impression of 'business as usual' was also given by the popular response to the opposition call for a general strike, which was largely snubbed.
