Yemen's Shi'a rebel commander Abdul-Malik al-Houthi has announced that the group will withdraw its troops from Saudi territory to avoid any further bloodshed. However, he added the caveat that if Saudi Arabia did not end its fighting in return, the rebels would declare an 'open war' against the state. How capable it is of such an onslaught is doubtful.
