February 2010 | Risk SummaryIn March 2010, the South African government will meet with mining companies and labour unions in order to review legislation regarding black investor participation in the mining industry. Laws introduced in 2004 required miners to sell 15% of their assets to black owners by 2009, as compensation for discrimination against black people under apartheid. The target has been missed, however. Some mining companies fear that the laws may be altered, thereby increasing the burden of compliance. Furthermore, companies have warned the government that time will be needed for any changes to be implemented.
