President Mwai Kibaki and Prime Minister Raila Odinga met on February 23 for the first time in ten days since a public disagreement was unleashed by the latter's decision to suspend ministers. The attempt to suspend Agriculture Minister William Ruto and Education Minister Sam Ongeri over graft allegations on February 14 was immediately overruled by the President, who argued that he was not consulted over the issue and that Odinga does not have constitutional powers to dismiss a minister from office.
