February 2010 | Risk SummaryOn January 31, Muammar Qadhafi was thwarted in his bid to stay on as chairman of the African Union (AU) for another year. Instead, the AU elected the president of Malawi. The Libyan leader's controversial chairmanship provoked the scorn of many African leaders over his unilateral interventions in the domestic political affairs of several African countries as well as his attempt to override the AU procedures, which stipulate the annual rotation of the position. The failed bid is a blow to Colonel Qadhafi's ambition to create a 'United States of Africa' with him as the self-proclaimed 'king of kings.'
