Gabon has been able to lower its overall debt levels during the recession, from 12.6% of GDP in 2008 to an expected 10.5% of GDP in 2010. We believe that the country's debt could continue to decline in the long term if it can realise a new, a cheaper debt management strategy that relies on the issuance of government securities rather than Paris Club loans and larger inflows of private capital for development projects.
