Missed Revenue Targets Not Significant

Kenya failed to meet its fiscal revenue targets in fiscal year 2009/2010 by KES10.8bn (US$132.2mn), or 2.0%. Despite this shortfall, the overall revenue collected in 2009/2010 represented an 11.2% year-on-year increase. This impressive surge gives BMI confidence that Kenya's even higher revenue targets for fiscal year 2010/2011 are achievable. The capacity of the government to generate new revenues will be fundamental in the years to come if the government is to continue to expand its infrastructure base without building up unsustainable levels of public debt.
