Electoral Commission Alleges Funding Shortfall

According to Uganda's Electoral Commission secretary, Sam Rwakoojo, there is UGX53bn (US$23.4mn) that will prevent his organisation from conducting elections planned for 2011. Although the body has already been allocated UGX102.7bn for general elections, it claims that the creation of 32 new districts and administrative units have pushed costs higher than originally expected. Indeed, there were about 4.2mn new voters registered during the national voter update exercise, increasing the size of the voter roll by nearly 50%. Given Uganda's demographic profile - 60% of the population is under the age of 20 - it is unlikely that all registered voters are legitimate.
