Yemen's National Atomic Energy Commission has apparently been left unguarded following the removal of the sole security guard and the breakdown of the facility's security cameras. The cable dates from January 2010, in the aftermath of a foiled attempt, originating in Yemen, to bomb a transatlantic airliner.
