In November, the government announced it was increasing its US$55bn five-year spending programme by an extra US$5bn. The new funds will be directed at development projects in the south of the country. The spending plan, covering 2005-2009, aims to improve the country’s infrastructure and generate economic growth. On the basis of this highly expansionary fiscal policy and increasing oil output, we anticipate robust growth of over 5% through the forecast period. We forecast 5.8% in 2005, 5.3% in 2006 and 5.7% in
