Libya''s short term political rating is constrained by deep cleavages apparent within the regime, with the conservative ''old guard'' opposed to efforts by more ''reformist'' elements to open up the country and help it fully integrate into the international community. As a result, policy continuity remains a problem particularly in the short term, while the closed nature of the regime and lack of democratic institutions depresses the long term political rating.
