President Bingu wa Mutharika is rapidly becoming a 'lame duck´president as tensions between his supporters and those of former president Bakili Muluzi impede efforts to pass legislation. With the current trial of Vice-President Cassim Chilumpha exacerbating these political divides, Mutharika's legislative agenda is likely to be continually stymied by the pro-Muluzi faction. Tensions are likely to subside only slightly after the trial's conclusion, as both factions look set to challenge the eventual ruling. As such, factional in-fighting will ensure that little meaningful reform is passed before fresh elections in 2009.
