Fierce fighting has taken place in the east of the country between Congolese army units and rebels belonging to the Forces for the Democratic Liberation of Rwanda (FDLR) over the last month. While this has resulted in the displacement of tens of thousands of people, tackling the threat posed by the FDLR is a key pre-requisite for regional stability. The FDLR contain significant elements that took part in the 1994 genocide in Rwanda, so their presence is regarded as a terrorist threat by the current Rwandan government, which has invaded Congolese soil in the past to confront this threat.
