Rwanda's Foreign Minister Charles Murigande delivered a scathing attack on the DRC's latest plan to disarm exiled Rwandan Hutu extremists in October. The plan envisages that voluntary repatriation will be supplemented by relocating those who do not want to be repatriated to an area far from the border between the two countries. Murigande reportedly describes the voluntary aspect as 'fantasy' and says that even if the rest of the extremists could be extricated from their hideouts and relocated to another part of the DRC, it would not deter them from destabilising Rwanda.
