Allegations regarding the role played by France in the 1994 genocide have been a continual impediment to the establishment of positive relations between the Rwandan and French governments. This looks unlikely to change following the completion in November 2007 of a 500-page report by a Rwandan commission into French involvement in the genocide. France has already rejected the report by casting doubt on the competency of the investigators, but the release of findings from the commission will no doubt inflame Franco-Rwandan relations yet further.
