President John Kufour announced in late-May a number of measures which will be introduced to alleviate the burden of rising fuel and food costs on the Ghanaian populace. Excise duties on gas oil, kerosene and marine gas oil have been reduced, and the erstwhile duty on premix fuel has been completely removed. Furthermore, import duties have been reduced on staple food items including rice, wheat and vegetable oil. Although these measures have negative implications for inflation and the fiscal balance, they will likely prove popular, shoring up support for the ruling New Patriotic Party ahead of the December 2008 elections.
