BMI View: Kenya's finance minister, Amos Kimunya, in June delivered the 2008-2009 budget speech, in which he offered an improved public healthcare system. For the financial year from July 1 2008 to June 30 2009, the government's budget will be KES760bn (US$11.9bn). We are forecasting spending of KES621bn for the same year, believing that infrastructural bottlenecks will hold the authorities back from fully implementing their expenditure plans.
