Former Communications and Transport minister William Harrington has filed a notice of appeal against the Lusaka High Court's decision to clear Education Minister Dora Siliya of any wrongdoing when she served in the ministry of Communications and Transport. A tribunal ruled that Siliya had breached the constitution when she awarded a tender to RP Capital Partners to value Zamtel assets. Having previously resigned, President Rupiah Banda re-appointed Siliya as Education Minister following the High Court's decision, raising doubts as to his political judgement and commitment to tackling corruption.
